NOTICE OF RACE
Organising Authority: CESM, France (Organiser) in Conjunction with the European Region of International Laser Class Association (ILCA) and under the authority of the Fédération Française de voile
1 Rules
1.1 The regatta will be governed by the rules as defined in the Racing Rules of Sailing (RRS).
1.2 The prescription of the National Authority will not apply.
1.3 The Laser Class Rules applies
1.4 Add to RSS A11: ARB means Scoring penalty after arbitration, PTS scoring penalty for a yellow flag after Finish of race..
1.5 Sails shall have the full sail number AND NATIONAL LETTERS in accordance with the Class Rules and RRS.
2 Advertising
The organising authority may require competing boats to carry event sponsor advertisng on the hull.
3 Admissibility and Registration
3.1 Only fully paid up members of the International Laser Class Association may enter the regatta. During registration each sailor will be required to show clear written evidence of current membership of his or her national Laser Association.
3.2 The Championship will be sailed separatly for the Standard Rig and Laser Radial Rig and for each category. In order to compete in an age category the competitors shall reach the following ages during 2008
- 35 to compete in the Apprentice Masters (Standard or Radial)
- 45 to compete in the Masters (Standard or Radial)
- 55 to compete int the Grand Masters (Standard or Radial)
- 65 to compete in the Great Grand Master (only Radial)
- 35 to compete in The laser Radial Women
- 35 to compete in the Laser Radial 4.7 Women.
3.3 Competitors can register by filling the registration form and sending it back to CESM either by email (see website www.cesm.net LaserMasters2008 section) or by ordinary mail : CESM Plage de La Roya 20217 Saint Florent (Haute Corse), France deadline for registration August 15, 2008.
3.4 After this deadline , A late entry fee of 25 € will be charged.
3.5 The methods of payment are shown on the Entry Form. Only entry applications using the official entry form will be accepted.
3.6 Entry applications must be made by the Entry Closing Date. Payment of entry fee participation can be made on site, provided the competitor has entered and sent the completed entry form and this has been received by the Entry Closing Date. International competitors who enter on site without having forwarded completed entry form by the entry closing date will be charged the late entry fee.
4 Classification
Each sailor shall be registered as an ISAF Sailor. This information is required to enter the Championship. To register as an ISAF sailor go to: http://www.isaf.org/isafsailor.php
5 Entry fee
5.1 The entry fee is: € 160.--, if paid before August 15
5.2 After this date : € 185
6 Program

Important note : Competitors shall mandatorily produce the aftermentioned documents on final confirmation :
§ Valid french FFV Licence , with medical stamp (french competitors)
§ Valid ILCA membership and valid insurance certificate (foreign competitors)....
6.2 Programmes, Start time and Starting sequence
6.2.1

6.2.2 Any race for which a warning signal is not given by 1400 hrs on Saturday 13 September will be abandoned and not re-sailed.
7 Measurement
7.1 All competitors shall present their boats for inspection by the Regatta Measurer before the start of the first race. Boats shall be presented fully rigged with all control lines in position.
Measurement will take place at the boat park between the following times:
Saturday 6 September: from 1000 to 12.00 and 13.00 to 1800
Sunday 7 September: from 0800 to 1200
7.2 Wet clothing, measurement and equipment checks may be made throughout the Regatta at the discretion of the Class Representative, Race Committee or the International Jury.
8 Sailing Instructions
Copies of Saling Instructions will be available at registration.
9 Boats and equipment
9.1 All competitors shall use only one hull, sail, mast, boom, centreboard and rudder, which shall be identified during measurement.
9.2 In the event of damage, boats and equipment may only be substituted with the written permission of the Regatta Measurer, Jury or Race Committee. If the damage occurs later than 90 minutes before the first scheduled start on a racing day and before the start of the last race of the day, provisional verbal permission shall be obtained from the Regatta Measurer, Jury or Race Committee and the written permission of the Regatta Measurer, Jury or Race Committee shall be applied for before the end of Protest Time at the end of the day on which the substitution takes place.
10 Courses
Trapezoid courses will be used with inner and outer loops and an upwind finish.
11 Racing format
11.1 If possible all Standard boats start together. The Laser Radials and 4.7 Women will have a separate start if there are 5 boats or more. For 4 boats or less the Laser Radials start with the Standard fleet. In the latter case there is still a separate fleet ranking for the Laser Radial. Fleets might be formed if there are more than approximately 80 participants in the Laser Standard and/or Laser Radial and/or Laser 4.7. The fleets will be composed of one or several age categories in order to form fleets of approximately 20 to 80 participants.
11.2 Laser 4.7 Women will start with the Radial rig except if there are 5 or more participating boats. In this case they will have a separate start.
11.3 The composition of the fleets will be announced on Saturday 18 August 1800.
11.4 The Great Grand Masters shall sail with the Laser Radial Rig.
11.5 Each participant shall display a colour band round the mast between the boom vang fitting and the boom to indicate his / her age category as described in the 2008 ILCA Handbook. Bands will be supplied by the organisers.
12. International jury
12.1 An international jury will be appointed in accordance with rule Appendix N. His decisions will be final.
13 Whistle system
13.1 To encourage boats to take penalties afloat, jury members may blow a whistle when they see what they believe to be a breach of a rule.
14 Penalties
14.1 Rule 44.2 apply.
14.2 Immediate penalties for breaking RRS42 :
Appendix P will apply with the following changes :
P.2.1 On the first protest, if protested after she had finished, she will be given a scoring penalty of 8 points without a hearing.
RRS P3 is modified to read :”if a boat has been protested for the second time under rule P1 and the race committee signals a postponement, general recall or abondonment, the boat shall not sail in this race, if it is restarted or resailed. If the race is abandoned the boat shall not sail the next race. If she fails to comply, she shall be disquelified without hearing and her score shall not be excluded. If a boat has been protested for the third time under rule P1 and the race committee signals a postponement, general recall or abandonment, rule P2 applies”
14.3 Action taken by the jury under RRS Appendix P will not be grounds for redress by a competitor.
15 Scoring
15.1 The regatta will be scored as provided in RRS Appendix A using the Low Point scoring System
15.2 A total of 3 races are required to be completed to constitute a championship.
15.3 Up to 10 races will be sailed.
15.4 - when 4 or more races are completed, 1 race score will be excluded
- when 8 or more races are completed, 2 races scores will be excluded..
15.5 The scoring is done separately for each age category as follows :
Laser Standard: Apprentices; Masters; Grand Masters
Laser Radial: Apprentices; Masters; Grand Masters; Great Grand Masters; Women
Laser 4.7: Women
15.6 If two or more age categories in the Laser Standard Rig or Laser Radial Rig sail as one fleet, scores for each category will be taken from the overall position in the fleet but not rescored. If there is no separate start for the Laser Radial Rig the scores for the different categories in the Laser Radial Rig will be taken from the overall position in the combined fleet but not rescored.
15.7 If a points scoring penalty for a breach of RRS 42 or under the Arbitration System would result in a score worse than DSQ, the penalty will be that corresponding to DSQ. The scores of other boats will not be changed.
16. Coach boats
Coach powerboats shall be identified with clearly visible national letters.
17 Prizes
Prizes will be awarded by category in accordance with the ILCA Honour Award By-Law for the following categories, subject to entry numbers, if there are at least 5 competitors in the category:
Laser Standard: Apprentice, Master, Grand Master.
Laser Radial: Apprentice, Master, Grand Master, Great Grand Master, Women.
Laser 4.7 Women.
18 Liability
18.1 CESM and the International Laser Class Association and their officers, members and volunteers do not accept liability for loss of life or property, or personal injury or damage caused by or arising out of the
2008 Laser Radial Youth World Championship and competitors take part in the championships at their own risk.
18.2 The establishment of the Notice of Race and the Sailing Instructions in no way limits or reduces the complete and unlimited responsibilities of a competitor being solely and entirely responsible for the management of a boat he or she is sailing.
18.3 The sailor shall own a boat or have arranged a charter boat and certifies that it is in a safe and seaworthy condition.
18.4 A competitor must be of good health and a competent sailor capable of racing a Laser or Laser Radial or 4.7 in open water in 25 knot winds and it is his/her sole responsibility to decide to participate in a race or to continue racing.
18.5 It is the responsibility of each sailor to decide to participate in a race or to continue racing.
18.6 A competitor is wholly and exclusively responsible for third party liability insurance on the boat that he or she is sailing and for his or her personal accident and health insurance.
19 Indemnification
19.1 To the fullest extent permitted by law, each competitor agrees to indemnify and hold the International Laser Class Association and CESM, owners, affiliates, officers, employees, agents, committee persons and race officials acting in their official capacities harmless, from any third party claim to the extent arising
from a competitor's acts or omissions.
20 Insurance
Each participating boat shall be insured with valid third party liability insurance with a minimum cover for € 1 500 000€ per event or the equivalent. An insurance certificate must be shown upon registration.
21 This Notice of Race may be subject to amendments.
